.

EC-funded Large Scale Projects operate within a complex intertwinement of European and national legal instruments. As they aim at implementing digital procedures, they often have to face previously unexplored legal challenges. Experience shows that these issues are best tackled early, but also that they may come up at any time during the project.

The main objectives of this work package should therefore be two fold:

- Draw on the experience of previous LSPs,

- Maintain a network of legal experts who can provide legal advice on request, both on the themes of the pilots as well as on general, cross-sector EU legislation.

Estonia participates with 8 personal months.

Estonia could offer:

· experts with practical experience of previous LSPs

· experts with cross-sector knowledge of EU instruments

· experts on Member States cross-sector eGovernment regulations

· experts with thorough knowledge of the chosen piloting sectors

· experts who conduct legal monitoring

This task will be active from Month 4 to Month 36.

Üritused

16.05.13 toimus WP4 telekonverents

Osales Kristiina Karula (RIA). Telekonverentsi eesmärk oli panna paika esimeste töösoorituste tööjaotus ning veenduda, et kõik valdkonnad on kaetud. Eesti ei võtnud endale ühtegi kohustust/tööülesannet põhjusel, et panustamine WP4 tööpaketti on hetkel lahtine.

Muuhulgas räägiti piloteerimisest ja sellest, et WP4 eksperdid peaksid toetama WP5 tööd ning katma piloteerijate vajadusi. Arutelu tulemuseks on valminud esimene dokument - esialgne versioon õiguslikest aspektidest „e-Health“ pilootide jaoks: ehealth_pilot_legal_aspects_1st_draft.pdf

9-11.04 Berliinis toimunud e-SENS „kick-off“ koosolekul

arutati neiljanda tööpakettiga seotud küsimused. Peamiselt jäi silma vähene huvi tööpaketti tegevuse vastu. Jagati ka erinevaid õigusvaldkondi, kes mille eest vastutab ja kes mille ekspert on. Eesti poolt osales Lesli Hommik (RIK). RIK WP4 ei panusta, sellepärast ei võtnud Lesli enda peale ühtegi ülesannet. Oli antud lubadus uurida kas ja kes Eestist selle tööpaketi tegevusse on valmis panustama.
